Hugh Rufus Merwin, the son of George and Florence (Houck) Merwin, was born on February 7, 1895, in Rock Rift, Delaware County, New York. He was residing in Schenectady and working as a stock clerk when he registered for the World War I draft.

Hugh enlisted in the United States Army on September 20, 1917, and trained at Camp Devens in Massachusetts. He was a Corporal of the 163rd Infantry Regiment's Headquarters Company. Hugh died on December 16, 1918, from spinal meningitis. He is buried in the Walton Cemetery, Delaware County, New York.
