Charles W. Conroy was born in Jersey City, New Jersey, on May 9, 1919. By 1930, he and his mother had relocated to the Village of Scotia, Schenectady County, where he later earned his diploma from Scotia Glenville High School in 1937. In the year 1940, he was residing on Cutler Street in the Mont Pleasant neighborhood with his mother.
On September 4, 1940, Charles enlisted in the United States Army. He held the rank of Private First Class and was part of the HQ Detachment, 2nd Battalion, 105th Infantry Regiment, 27th Infantry Division. During the Battle of Saipan on July 7, 1944, Charles was killed in action. He is buried in the National Memorial Cemetery of the Pacific, Hawaii.
