James Henry McNeilly, the son of John and Jane McNeilly, was born on November 1, 1948, in Scotia, New York. He graduated from Scotia Glenville High School in 1966 and worked for the General Electric Company.
On May 16, 1968, James enlisted in the United States Army. He held the rank of Specialist Five and served with the 1018th Army Reserve Supply and Services Company, 1st Logistical Command. James was delivering jet fuel to combat units in the province of Quang Ngai, South Vietnam, on June 22, 1969. While James was driving a jeep on duty, the convoy was ambushed, and James drove his jeep into the kill zone, where he was providing the convoy with protective fire. When the enemy fire disabled his jeep, James opened fire with his grenade launcher and saved his fellow soldiers' lives. James is buried in the Park Cemetery, Scotia, New York.
