Leo Albert Brown was born in Thompson, New York, on June 13, 1910. It is uncertain when Leo and his family moved to the Village of Scotia in Schenectady County. Leo was a coil winder for General Electric before entering the military. 

On August 13, 1943, Leo enlisted in the United States Navy Reserve. He received is basic training at Sampson Naval Training Station. Leo held the rank of Seaman First Class and was sent overseas in December 1943. According to the Schenectady Gazette, Leo died in a maritime disaster on February 26, 1944. He is buried in the Long Island National Cemetery, Farmingdale, New York.
