Charles Francis Clowe, the son of Garrett and Helen (Cutler) Clowe, was born on March 8, 1920, in Schenectady, New York. He received his diploma from Nott Terrace High School, attended Union College, and worked for the American Locomotive Company. 

On January 10, 1942, Charles enlisted in the United States Army Air Corps. In Arcadia, Florida, Montgomery, Alabama, and Columbus, Ohio, he attended flying school. He held the rank of Captain and served with the 32nd Bomber Squadron, 301st Bomber Group, Heavy. On October 30, 1943, Charles went missing in the vicinity of the Mediterranean. He is remembered at the Florence American Cemetery and Memorial, Italy.
