Charles Willard Clancy was born on June 17, 1916, in Pennsylvania. By 1934, he was working as an accountant for the General Electric Company and residing in Schenectady.

In September 1943, Charles enlisted in the United States Army Air Corps. He graduated from aerial gunnery school in Harlingen, Texas and held the rank of Second Lieutenant. In Gulfport, Mississippi, on March 14, 1945, Charles lost his life in an airplane accident. He is buried in the Most Holy Redeemer Cemetery, Niskayuna, New York.
