Richard Allen Watts was born in Schenectady, New York, on March 2, 1947. He grew up in the city of Schenectady and graduated from Mont Pleasant High School in 1966.
In August 1966, Richard enlisted in the United States Marine Corps. He was a sergeant serving with the 1st Bridge Company, 7th Engineer Battalion, 1st Marine Division. On December 5, 1969, in Quang Nam Province in South Vietnam, Richard was killed when his truck hit a landmine. He is buried in Memory Gardens Cemetery and Memorial Park in Colonie, New York.
