Vernon Emery Balch, the son of Dight and Letah (Hackett) Balch, was born on August 8, 1923, in Clymer, Pennsylvania. In 1940, he relocated to Schenectady to work for General Electric.

On February 16, 1943, Vernon enlisted in the United States Army. He underwent training at Camp McCain in Mississippi, Camp Pickett in Virginia, and Fort Meade in Maryland. He held the rank of Private First Class and served with the 60th Infantry Regiment, 9th Infantry Division. On March 7, 1945, Vernon was killed in combat in Germany. He is buried in the Henri Chapelle American Cemetery and Memorial, Belgium.
