Walter Eugene Bond Jr., the son of Walter and Bessie (Moore) Bond, was born on March 13, 1917, in Oakfield, New York. He relocated to Schenectady County in 1940, where he worked for General Electric Company in the accounting division. Walter graduated from the University of Rochester with a bachelor's and master's degree. He was also a member of the Phi Beta Kappa and Theta Chi fraternities.

In September 1943, Walter enlisted in the United States Army. He held the rank of Private First Class and served with the 141st Infantry Regiment, 36th Infantry Division. During the allied invasion of Rome on June 4, 1944, Walter was killed in action. He is buried in the Rome American Cemetery and Memorial, Italy.
