James Robert Manning, the son of Thomas and Wilma (Mathon) Manning, was born on November 1, 1919, in Green Island, New York. He attended Nott Terrace High School and graduated in 1938. He worked for General Electric.

In 1940, James enlisted in the United States Navy and completed his training in Newport, Rhode Island. He held the rank of Seaman First Class. On November 16, 1943, the submarine Corvina was torpedoed; 123 crew members died as a result. James was on board. He is remembered at the National Memorial Cemetery of the Pacific, Hawaii.
