Joseph Cloutier was born in Albany, New York. According to the Veterans Master Index, he was born on March 1, 1887, whereas his World War I Draft Card states he was born on October 1, 1886. By 1905, he was a resident of Schenectady.
Joseph enlisted in the United States Army and held the rank of Private. He served with Company B, 28th Infantry Regiment, 1st Infantry Division. Joseph was killed in action on July 21, 1918, during the Second Battle of Marne. He is buried in Arlington National Cemetery, Virginia.
