Joseph Cloutier was born in Albany, New York, on October 1, 1886 or March 1, 1887. He was born on March 1, 1887, according to the Veterans Master Index, and on October 1, 1886, according to his World War I Draft Card. By 1905, he was residing in Schenectady. 

Joseph enlisted in the United States Army and held the rank of Private. He served with Company B, 28th Infantry Regiment, 1st Infantry Division. Joseph was killed in action on July 21, 1918, during the Second Battle of Marne. He is buried in Arlington National Cemetery, Virginia.
