Vernon Fletcher Hovey lll, the son of Vernon and Vera (Clegg) Hovey, was born on June 16, 1946, in Schenectady, New York. He earned diplomas from Niskayuna High School in 1964 and Norwich University in 1968. Shortly after graduating, Vernon joined the United States Army.

On March 7, 1970, Vernon began his tour of duty in Vietnam. He held the rank of First Lieutenant and served with Troop B, 2nd Squadron, 17th Cavalry, 101st Airborne Division. He was a helicopter pilot for the United States Army. On June 5, 1970, enemy fire brought Vernon's helicopter down in the South Vietnamese province of Thua Thien. He is buried in the Most Holy Redeemer Cemetery, Niskayuna, New York.
